Security update KB4516115, released on September 10, 2019, fixes vulnerabilities in the Adobe Flash Player plugin installed on supported systems, including Windows 10 and Windows 8.1

Update KB4516115 available for Windows 10 (version 1903), Windows 10 (version 1809), Windows 10 (version 1803), Windows 10 (version 1709), Windows 10 (version 1703), Windows 10 (version 1607), Windows 10 (RTM), Windows Server 2019 Version 1809, Windows Server 2016 Version 1803, Windows Server 2016 Version 1709, Windows Server 2016, Windows Server 2012 R2, Windows 8.1 and Windows RT 8.1.

For Internet Explorer on Windows 8 and Windows 8.1, and for Internet Explorer and Microsoft Edge on Windows 10, the Adobe Flash Player plugin is part of the browser, so you must download the Flash Player update available in Windows Update to get new versions.

Windows 7 users must manually update the plugin by downloading the latest version on the Adobe Flash Player page.
